1818 - GUISEPPE SPINA, THE CARDINAL OF BOLOGNA ISSUES A NOTICE
 THAT HUNTERS MUST PURCHASE A LICENSE TO CARRY FIREARMS.

GIUSEPPE SPINA, (1756-1828)

Created cardinal in pectore on  February 23, 1801; published in the consistory of March 29, 1802; received red hat, April 1, 1802; and the title of S. Agnese fuori le mura, May 24, 1802. Cardinal Spina was a major ambassador for the Vatican taking part in the negotiations of the 1801 Concordat between France and the Holy See. He was transferred to the metropolitan see of Genoa, May 24, 1802. He left Genoa in 1816 was appointed Apostolic legate in the city and province of Forlė, September 6, 1816 and then Apostolic legate in Bologna, August 11, 1818. He returned to Rome to the see of Palestrina, February 21, 1820. He represented the Holy See in the Congresses of Laibach, 1822 and of Verona, 1823. He participated in the conclave of 1823. Prefect of the Supreme Tribunal of the Apostolic Signature, 1824.

Document Specifications:  Black Ink Printed Circular on batonne laid paper Script watermark "SASSI" within fleur de lis with flourishes. Circular is one folded sheet (bifolium) into four pages. One page is address panel and one page contains the printed circular. Two pages are blank. The printed  circular page measures: 210mm wide x 300mm tall. Circular is addressed to the Gonfaloniere (Head of the City Council) of San Giorgio [Piacentino] (140 km northwest of Bologna) and is signed in printed text: "Best Regards, G. CARD. SPINA" and datelined Bologna 22 December 1818. It is written in Italian. Condition: Very Fine with small corner tear by back seal not affecting circular or address panel. An interesting, if somewhat odd, opportunity to own a piece of Papal History sent through the Papal States Post and issued by a Cardinal Legate who was only in Bologna for 18 months.
